NYT: Trump golfs, as Puerto Rico suffers

As Hurricane Maria made landfall on Wednesday, President Donald Trump issued an emergency declaration and pledged that all federal resources would be directed to help.


But then for four days after that — as storm-ravaged Puerto Rico struggled for food and water amid the darkness of power outages — Trump and his top aides effectively went dark themselves.

Trump jetted to New Jersey that Thursday night to spend a long weekend at his private golf club there, save for a quick trip to Alabama for a political rally. Neither Trump nor any of his senior White House aides said a word publicly about the unfolding crisis.


Trump did hold a meeting at his golf club that Friday with half a dozen Cabinet officials — including Acting Homeland Security Secretary Elaine Duke, who oversees disaster response - but the gathering was held to discuss his new refugee travel ban, not the hurricane. Duke and Trump spoke briefly about Puerto Rico, but did not talk again until Tuesday, an administration official said.

Administration officials would not say whether the president spoke with any other top officials involved in the storm response while in Bedminster, New Jersey. Trump spent much of his time over those four days fixated on his escalating public feuds with North Korea leader Kim Jong Un, with fellow Republicans in Congress and with the NFL over anthem protests.

In Puerto Rico, meanwhile, the scope of the devastation was becoming clearer. Virtually the entire island was without power and much of it could be for weeks, officials estimated, and about half of the territory's more than 3 million residents were without access to clean water. Gas was in short supply, airports and ports were in disrepair and telecommunications infrastructure had been destroyed.

Even though local officials had said publicly as early as Thursday that the island was "destroyed," the sense of urgency didn't begin to penetrate the White House until Monday, when criticism of the administration's response began to appear on television, one senior administration official said.

Amid increased warnings of a potential humanitarian crisis in the Caribbean island territory that is home to 3.4 million U.S. citizens, federal relief efforts were ramping up Wednesday, even as criticism mounted. Among the most urgent priorities were food and water deliveries for isolated, storm-pounded rural communities and distribution of diesel for generators to power vital services such as hospital equipment and sanitation systems

"The Trump administration was slow off the mark," said Rep. Darren Soto, D-Fla., the first lawmaker of Puerto Rican descent elected by the state of Florida to Congress. "... We've invaded small countries faster than we've been helping American citizens in Puerto Rico and the Virgin Islands."

Trump's public schedule on Monday was devoid of any meetings related to the storm, but he was becoming frustrated by the coverage he was seeing on TV, the senior official said.

At a dinner Monday evening with conservative leaders at the White House on Monday, Trump opened the gathering by briefly lamenting the tragedy unfolding in Puerto Rico before launching into a lengthy diatribe against Republican Sen. John McCain, R-Ariz., over his opposition to the Republicans' failed health-care bill, according to one attendee.

After the dinner, Trump lashed out on social media. He blamed the island's financial woes and ailing infrastructure for the difficult recovery efforts. He also declared that efforts to provide food, water and medical care were "doing well."

On the ground in Puerto Rico, nothing could be further from the truth. It had taken until Monday — five days after Maria made landfall — for the first senior administration officials from Washington to touch down in Puerto Rico to survey the damage firsthand. And only after Homeland Security Adviser Tom Bossert and FEMA Director Brock Long returned to Washington did the administration leap into action.n

Trump presided over a Situation Room meeting on the federal and local efforts on Tuesday and, late in the day, the White House added a Cabinet-level meeting to the president's schedule on Hurricane Maria.

White House aides say the president was being updated on progress in the storm recovery efforts through the weekend, and an administration official said Vice President Mike Pence talked with Puerto Rico's representative in Congress, Jenniffer González-Colón over the weekend. Trump spoke to Gov. Ricardo Rosselló when Maria made landfall and then again Tuesday; he spoke to González-Colón for the first time Wednesday.

The administration still fumbled at key moments after stepping up its response. A week after landfall, Trump still had not waived the Jones Act, a law that barred foreign flagged vessels from delivering aid to Puerto Rico. Such a waiver had been granted for previous hurricanes this year.

Asked why his administration had delayed in granting the waiver, Trump said Wednesday that "a lot of shippers and ... a lot of people that work in the shipping industry" didn't want it lifted.


"If this is supposed to be the 'drain the swamp' president, then don't worry about the lobbyists and do what's needed and waive the act," said James Norton, a former deputy assistant homeland security secretary under President George W. Bush who oversaw disaster response for the agency. "We're talking about people here."

Trump waived the law Thursday.

After getting good marks from many for his administration's response to Hurricanes Irma and Harvey, Trump has struggled to find the right tone to address the harsher reviews after Maria. He has repeatedly praised his administration's actions, telling reporters Friday that it has "been incredible the results we've had when it comes to loss of life" in Puerto Rico.

Trump's top disaster response aides have blanketed television in recent days in an effort to reset the narrative. DHS Secretary Duke told reporters on Thursday outside the White House that Puerto Rico was a "good news story." The comment seemed to unleash pent up fury from at least one local official, after days of offering praise to the Trump administration in an apparent effort to secure more federal help.

"I am asking the president of the United States to make sure somebody is in charge that is up to the task of saving lives," San Juan Mayor Carmen Yulin Cruz said at a press conference Friday. "I am done being polite, I am done being politically correct. I am mad as hell ... We are dying here. If we don't get the food an the water into the people's hands, we are going to see something close to a genocide."

Army Lt. Gen. Jeff Buchanan, who was named this week to lead recovery efforts, told reporters Friday that there were not enough people and assets to help Puerto Rico recover from what has become a humanitarian crisis in the aftermath of the storm

The Defense Department has not sent enough troops and vehicles to hurricane-ravaged Puerto Rico but will soon send more, according to the three-star general newly in charge of coordinating the military response.

Army Lt. Gen. Jeff Buchanan said Friday morning that the Pentagon has 10,000 people helping with the response after Hurricanes Irma and Maria ripped through Puerto Rico and the U.S. Virgin Islands earlier this month.

The mayor of a Puerto Rican city that sits next to San Juan praised the administration's help Saturday night, and chided the "politics" of San Juan Mayor Carmen Yulin Cruz, who has been criticizing President Trump.
In an interview with Secrets, Guaynabo ayor Angel Perez Otero said that in several meetings with FEMA and U.S. military officials about the recovery effort, Yulin Cruz has been absent. "I've seen other mayors participating. She's not," said Perez Otero.

WP: ‘It’s a disgraceful job’: Puerto Rican congressman slams Trump over hurricane response

President Trump has been facing mounting criticism over what some say is his administration’s slow response to Hurricane Maria. For four days after the massive hurricane made landfall, Trump and his aides remained largely silent as the storm-ravaged island struggled with lack of food, water and electricity
Local officials on the island, including San Juan Mayor Carmen Yulín Cruz, decried the failure to deliver basic necessities to communities across Puerto Rico and said the federal response had “collapsed.”

Rep. Luis V. Gutiérrez, who represents an Illinois district but has lived in Puerto Rico, has had strong words for the administration.
Rep. Luis V. Gutiérrez (D-Ill.), a son of Puerto Rican migrants, said the Trump administration has done a “disgraceful job” of helping the 3.4 million Americans on the island devastated by Hurricane Maria.

“I think it isn’t a good job; it’s a disgraceful job. The United States of America is the most powerful, wealthiest country in the world, and this is not a response that’s demonstrative of our power and our wealth,” Gutiérrez said, his voice breaking during an interview with CNN’s Jim Scuitto.

“It’s costing lives, Mr. President, of children, and the elderly and the infirmed,” Gutiérrez said of the administration’s response. “And we should begin an operation to also evacuate people from this island, especially the elderly, especially those that have sicknesses until they can return to [the] island to rebuild it.”

He also said of Trump: “I would hope that as he likes to talk about fire and the fury of the armed forces of the United States, that he bring them to Puerto Rico. Put that same fire and fury to save the people of Puerto Rico from what is going to be a disaster here on this island.”

Moving food, water and other basic necessities to Puerto Rico’s ports and terminals is only half of the logistical challenge, as The Post reported this week. Distributing those goods to the people who need them is the other part of the problem, as damages to the trucking infrastructure and roads have also hampered relief efforts.

Gutiérrez, who represents many Puerto Rican constituents in Chicago, arrived on the island Friday. He is known for fiery speeches on the House floor and for regularly delivering passionate criticisms of Trump and, before him, President Barack Obama, over issues including immigration.

Before he flew to Puerto Rico, Gutiérrez called for the federal government to not only meet immediate needs for food, water, medicine and shelter, but also to promise long-term investment and cooperation with the island’s government. He vowed to push Congress to appropriate funding to rebuild Puerto Rico.

“The work of first responders and our military has been heroic, but the island needs more. . . . This is a public-health crisis and should be declared a health emergency by the federal government,” Gutiérrez said in a speech on the House floor.

Fox News correspondent criticizes Trumps PR response

Fox News’s Geraldo Rivera delivered a report on Fox & Friends about how the island is facing a humanitarian crisis after being almost completely destroyed by Hurricane Maria. As Rivera talked about the dire situation, he brought up how Trump handled the crisis & blaming others for the slow response

I don’t think they are doing well, with due respect to the president, and I think what we need here in Puerto Rico is more compassion,” Rivera said. “This isn’t the time for blame. This is the time to help a fellow American citizen

Rivera is aware of how often Trump watches Fox & Friends, and he has used his appearances on the show to submit his opinions to the president. When Trump compromised with Congressional Democrats on the DACA program earlier this month, Rivera claimed that the president changed course after seeing his plea to have compassion for DREAMers

WP: U.S. response in Puerto Rico pales next to actions after Haiti quake

Before dawn the next morning, an Army unit was airborne, on its way to seize control of the main airport in Port-au-Prince. Within two days, the Pentagon had 8,000 American troops en route. Within two weeks, 33 U.S. military ships and 22,000 troops had arrived. More than 300 military helicopters buzzed overhead, delivering millions of pounds of food and water.

No two disasters are alike. Each delivers customized violence that cannot be fully anticipated. But as criticism of the federal government’s initial response to the crisis in Puerto Rico continued to mount Thursday, the mission to Haiti — an island nation several hundred miles from the U.S. mainland — stands as an example of how quickly relief efforts can be mobilized.

By contrast, eight days after Hurricane Maria ripped across neighboring Puerto Rico, just 4,400 service members were participating in federal operations to assist the devastated island, an Army general told reporters Thursday. In addition, about 1,000 Coast Guard members were aiding the efforts. About 40 U.S. military helicopters were helping to deliver food and water to the 3.4 million residents of the U.S. territory, along with 10 Coast Guard helicopters.

Leaders of the humanitarian mission in Haiti said in interviews that they were dismayed by the relative lack of urgency and military muscle in the initial federal response to Puerto Rico’s catastrophe.

Rajiv J. Shah, who led the U.S. Agency for International Development during the Haiti response, said he, too, was struggling to understand the delays

“We were able to move more quickly in a foreign country, and with no warning because it was an earthquake, than a better-equipped agency was able to do in a domestic territory,” he said.

The Federal Emergency Management Agency has defended its efforts in Puerto Rico, saying it is coordinating a wide-ranging campaign to simultaneously deliver food, water and medicine and to restore power, clear pathways to hospitals and reopen mangled ports and airports.

It’s a monumental task, one that FEMA says has been complicated immensely by a near-complete collapse of cellphone service on the island, as well as years of neglect to power lines and other utility systems.

FEMA and Defense Department officials have taken steps to beef up the response, announcing Thursday that they would elevate the military command structure on the ground in Puerto Rico, sending in a three-star Army general, Lt. Gen. Jeffrey S. Buchanan.

Immediately after Maria’s landfall, only communications equipment and fewer than 200 military police officers were brought in. By comparison, 17,567 guardsmen from 24 states were on duty in Florida a day after Hurricane Irma made landfall

What is clear is that, since Maria ravaged the island, there has been a disconnect between the level of aid requested or delivered and the needs of residents who are desperate for water, food and basic necessities of life.

At a hearing Wednesday, Sen. Margaret Wood Hassan (D-N.H.) read from an email in which a former Puerto Rico governor, Alejandro García Padilla, warned that “unless we see a dramatic increase in assistance and personnel reaching the island soon, many thousands could die.” i

“We need the Army and the National Guard deployed throughout the island, now, today,” Hassan said, reading from the letter. “This cannot wait another day. Despite federal agencies coordinating in San Juan, there is very limited presence of military personnel assisting people in the streets and throughout our communities.”i

Elaine Duke, the acting head of the Department of Homeland Security, responded: “The president, vice president and I talked with the governor yesterday. And that was about 1 o’clock. And we — he had no unmet needs at that point.”

John Rabin, a senior FEMA official in Puerto Rico, denied during a media teleconference Thursday that the federal government is waiting for requests from officials on the island.

“We are in lockstep with those guys, but we also recognize that this is a disaster and we have our priorities,” Rabin said. “We are not in a waiting mode for anything.”

Also Thursday, Puerto Rico Gov. Ricardo Rosselló defended his government’s response to the humanitarian crisis. He said the unprecedented destruction of the storm and logistical limitations have impeded the flow of resources to some of the island’s communities.

Rosselló walked into a daily briefing at the Puerto Rico convention center accompanied by a general or an admiral representing each branch of the U.S. military, displaying a united front a week after the hurricane walloped the island.

The governor emphasized that federal agencies are taking their direction from the territorial government.

Rosselló said the island’s geographical challenges — everything must be brought in by boat or air — and the widespread communication failures have complicated relief efforts.

Craig Fugate, who was President Barack Obama’s FEMA director for all eight years of his presidency, said that in a worst-case scenario, such as a tsunami, the federal government had long contemplated that Puerto Rico could be completely isolated, with its ports destroyed and all food and water needing to be airlifted onto the island or shuttled by Marine units that could land on beaches.[Fugate said FEMA did not have to wait for a signal from Puerto Rican authorities before activating more military assets

Two U.S. defense officials, speaking on the condition of anonymity to discuss the sensitive operation, said the inability to communicate readily with Puerto Rican officials immediately after the storm delayed the response. Another limiting factor, they said, was that FEMA officials did not have a full understanding of the devastation and the challenges until Director William “Brock” Long visited the island Monday. The next day, Long announced outside the White House that the military would deploy to Puerto Rico the 1,000-bed hospital ship USNS Comfort.

At least two other Navy ships, the USS Iwo Jima and the USS New York, responded to Hurricane Irma earlier in the month off the Florida Keys and could have been used to respond to Maria. Defense officials said they were instead sent back to Mayport, Fla., and remain in port there on ­prepare-to-deploy orders. They may yet be called upon to join the response.

On the day the quake rocked Haiti, one bit of happenstance may have sped the U.S. response. Keen happened to be on the island, at the residence of the U.S. ambassador. Keen watched dust rise across the countryside as buildings collapsed. A member of his staff was killed when the hotel where they were staying crumbled.

Keen relayed his firsthand account back to the head of the U.S. Southern Command, who was traveling in Washington. That night, Obama called USAID’s Shah and told him to spare no expense in responding. “He said it was a chance for America to demonstrate our moral character
,” Shah recalled.

Air Force combat control teams were in the air the next morning. The airport, which became “the island’s lifeline,” Keen said, was secure and operational by nightfall. Troops began arriving every couple of hours

Keen began organizing officers to conduct assessments and distribute food. Three days after the quake, his unofficial role became official — he was named Joint Task Force commander, with USAID taking the lead in coordinating the broader government response. Time magazine would later call Keen the de facto king of Haiti

Keen said for the seemingly slow start, the U.S. government can still correct course

The real test of leadership,” he said, “is now what do we do about it now that it’s clear that Puerto Rico is going to need help for a long time

CBS- Retired Lt. Gen. Russel Honore: Puerto Rico worse than Katrina

Retired Lt. Gen. Russel Honore who led Katrina relief, slamed the response to Puerto saying the crisis in Puerto Rico is even larger than what he faced during Katrina

“Is Puerto Rico worse than what you found here in Katrina?” CBS News correspondent Michelle Miller asked Honoré on Friday

“Oh, hell yeah,” Honore said. “The number one priority is saving lives and when you’re saving lives, you’ve gotta figure out what rules you’re gonna break. All the rules we live by are designed for peacetime.”

“And this is what?” Miller asked.

“This is like a war,” he said.
